I will second Daniel's recommendation of the Primavera restaurant at the Plaza, which has improved over the past few months in my opinion.
If you want a meat restaurant, the kashrus at Keyara at the Windmill in Ramban Street in Rechaviya is very good, and the food is also quite good, but maybe not as good as some of the best you will know from New York! We have found that the starters are all excellent - look for the crispy gnocchi, liver with sweet onion sauce, and the Moroccan soup, but the others are also good.
