Aren't truck drivers pretty limited in the restaurants they can access?

You're missing the point.

For me, four clear factors:

(a) I make no apologies whatever for my enjoyment of many of the wines of the Cotes du Rhone.
(b) In any city of a population in excess of 50,000 one of your best bets for a pleasant lunch at many local bistros and cafes is to order a carafe de Cotes du Rhone.
(c) Merely to mention the Cotes du Rhone of Rayas, Jean-Louis Chave, de la Janasse, Andre Brunel, Perrin et Fils, Louis Bernard, de Beaurenard, and a dozen others is quite enough to start my salivary glands working.
(d) When choosing Cotes du Rhone, do not be guided by scores but be guided by the pleasure factor (often a combination of producer and vintage year)

Producer plus vintage - very often a winning combination!
